USD Partners has bought a crude oil terminal in Stroud, OK, to facilitate rail deliveries from Hardisty, Alberta, to the Cushing Hub. The purchase price of $25 million includes $2.2 million in capex to retrofit the terminal for heavier grades of Canadian crude and other one-time costs.
