Senate Bill-181 ? Colorado Senate Bill 181 passed the state legislature on April rd and is heading to the Governor's desk for his signature, where it is expected to be signed ? Notable changes by the legislation are: ? Allows for local control of oil & gas development, with state and local regulations meeting a reasonable and necessary standard ? Changes the COGCC’s primary mission from “fostering” production to “regulating” public health and safety ? COGCC will now have a full-time board, with the voting members being appointed by the Governor and approved by the state Senate ? Leasehold pooling would require consent from at least 45% of mineral interest owners ? Passage of SB-181 reduces the uncertainty that has existed for operators in Colorado ? SRC’s history of strong relationships and open dialogue with municipalities in Weld County should lead to a smooth transition to a “local control” environment
